Right to Information and Decision of Cabinet

With the objective to share about Right to information (RTI) and flaws of Cabinet decision to classify information, COCAP organized a discussion on the topic at COCAP hall on February 3, 2012. Tara Nath Dahal, former president of FNJ and chairperson of Freedom Forum, was the resource person to facilitate the discussion.

Starting with the conceptual background and importance of RTI, Dahal entered to the seriousness of cabinet decision. “Right to information is the precondition of democracy” said Dahal. He stressed that democracy in any country gets chance to flourish only when the citizens are well informed. It is through the information; people can evaluate the performance of state mechanism. Only the autocratic regimes curtail the information to hide underlying corruption and worse governance. There are some exceptions regarding the RTI. But, taking the reference of exception, no governments can violet the right of its citizens to know. RTI has significant role in corruption control and rule of law. Syndicate in information is symptom of undemocratic state. “We are not asking the information about arms and ammunitions of Nepali Army. But we ought to know what cabinet is going to decide because cabinet decisions directly affect our lives”- urged Dahal.
Garjana Chhetri, volunteer core group member, facilited the discussion whereas COCAP Chair Basu Dhakal ended the program thanking the participants and resource person.
