As a part of regular discussion, COCAP Volunteer Core Group organized the discussion on “State Restructuring and Perspective of Nepali Congress” at COCAP hall on January 26, 2012. Leader of Nepali Congress (NC) and CA Member Gagan Thapa expressed his views on the topic as resource person.
Initiating the discussion, Mr Thapa said that Nepali Congress has not proposed the map based draft of state restructuring since it creates the conflict among different groups. That is why; he said “the rumor that NC has no vision on federal structure is baseless”. He openly expressed that he has no objection on ethnicity based federal structure. But, he urged for the guarantee of rights of all other ethnic groups habited within the ethnic state. If other groups are not ready for the ethnic state, it cannot work properly. Thapa called for the unified discussion on federalism, forms of government and electoral system since they are interlinked. He declared that he is in favor of directly elected Prime minister. But the condition, according to Thapa, is electoral system should be First Pass the Post at least for parliament at center.
Addressing the quarries from the participants, Thapa said federalism should be based on economic viability of the region. He stressed that while doing so, the identity of the suppressed ethnic groups should be preserved.
The program was moderated by Naren Khatiwada, volunteer representative to COCAP board, Basu Dhakal, COCAP Chair extended his vote of thanks to resource person and participants. The discussion lasted for 3 hours.
